Add CODEOWNERS designating the devs team as code owners - #1

Why
The default branch now requires code-owner review as part of the
branch-protection ruleset added in EC-2133. Adding CODEOWNERS makes that
requirement resolve to a real owner (the devs team) instead of applying to
no one.
